"I'm following the manual but it's not working" is the point when you're sunk without an experienced tech or engineer.

It's ardous work and the overlap of engineering and writing is narrower than you might expect.
Also imagine paying someone $250k for writing documentation. Rarely will companies recognize that as worthy investment (Though it probably is).

@Milchut What I'm trying to point out is a behavior that human beings just do. We contrast previous experience against current experience. And our assumptions are either confirmed and therefore reinforced or there is conflict and that assumption is replaced with an improved one.
