The chart only shows top performers in math. The decline in scores can be interpreted as such: results are scaled to fit approximately normal distributions, with means around 500 score points and standard deviations around 100 score points. So an increase of 11 points is 1/10 of a sd; or about 1/2 year gain. A decrease of more than 20 points is about a year's worth of learning loss.
