It’s not either/or - encouraging volitional reading OR teaching how to read. It’s both. And not one first, then the other. The two are interconnected. Research points up all kinds of ways of doing that, to support the reading development of a student like the one described.

Volitional reading matters. It may be pleasurable, or it may be that it's just the thing you do a lot of, to inform yourself, communicate with others, engage in the world. I read a lot - not *all* for pleasure. Reading a lot matters. Let's not get so hung up on the 'p' word!
