if soccer is like other sports, this doesn't make a lot of sense. lots of things are a matter of established officiating practice and not calling precisely to the rule. e.g., every by-the-rulebook foul under the basket is not called in basketball

Here is the problem: under the actual rules, being “clearly accidental” is actually exonerating. However, the idea that you can get a red card even by accident is so pervasive—and has been for years—even refs sometimes think that is the rule.
