We, at the Global Facility for Disaster Reduction and Recovery (@GFDRR), conducted a portfolio review of World Bank’s DRM interventions in FCV settings that help countries better understand and reduce their vulnerability to natural hazards and climate change. This review, looking at activities between 2012 and 2022, also builds on the Independent Evaluation Group’s report which calls for country engagement and project design to respond to the related effects of disasters and FCV, and which was led by Lauren Kelly, Stephen Hutton, and Mees van der Werf. Here are some key highlights from our analysis: - The World Bank investment support in FCV countries increased more than 3.5 times since 2012, reaching approximately $22 billion in 2022, with DRM interventions increased in FCV countries reflecting a paradigm shift towards preparing in advance for emergencies rather than just responding to them. This is more relevant now that our mission statement is changing and we are committing to more support in FCV contexts and climate resilience. - Over the period analyzed (2012-2022), GFDRR implemented 320 grants in FCV countries amounting $153 million and mobilized $6 billion of development financing from the World Bank and other partners. - HOW DRM projects are implemented in FCV contexts tremendously influences the impacts on #communities. Understanding the causes of fragility and disasters can identify i) how specific disaster risks impact fragile communities, and ii) fragility and conflict-sensitive strategies for addressing disaster risks. Also, Consulting and engaging various stakeholders, including non-state actors like local communities and civil society, is crucial for successful disaster preparedness and response activities. A lot of work is still ahead to ensure communities resilience to disasters and FCV drivers, and this work can inform gaps in operational and technical capacity. This is not just story of grant delivery but of leveraging development finance to support #disasterresilience in #FCV. It found: of the 320 GFDRR grants, 131 grants, worth US$72m, were linked to 310 WBG lending operations in FCV countries with DRM activities.
