Parliament had already rejected this exact measure twice this year, most recently by a wide 311-228 margin in March. Getting it revived required deliberately timing the vote for the last session before summer recess, when attendance is predictably lower, specifically to make the 361 threshold hard to reach even with majority opposition in the room. It's about a procedural trick engineered to make the popular outcome structurally unreachable regardless of how people actually vote. Redo the vote until you get the outcome you want.
