As you all saw, Spiritforged preorders went fast today. We know it was a frustrating experience for a lot of you. Overall, we saw two major issues: first, even with ~50 percent more product than Origins, we still didn’t have enough to meet demand. (1/9)

It does, but the "Use my abilities only while I'm at a Battlefield." is separate from the tap ability. So Heimerdinger inherits the cost "4 Energy 4 Power" but not the "Use my abilities only while I'm at a Battlefield." So yes, he can use her effect while both are in base.
