Now they are using Long Range Acoustic Devices (LRADs) against Filipinos inside Philippine waters. Let that sink in. A foreign vessel is using sound-based harassment tactics that can cause: * permanent hearing damage, * ear injuries, * disorientation, * and psychological intimidation. Against civilians. The location referred to by the Chinese Embassy is Pagasa Island and the Pagasa Cays, which form an integral part of the Kalayaan Island Group of the Philippines. These features have never been part of China. The recent activity in this area was undertaken by Philippine civil society and was not the result of any deployment or operation ordered by the Philippine government. This area lies several hundred nautical miles from the Chinese mainland. It therefore cannot infringe upon any legitimate Chinese territorial sovereignty, as none exists here under international law. China cannot substantiate its objection by referencing nearby Zamora Reef, which it has unlawfully reclaimed and occupied. The 2016 Arbitral Award, which is final, binding, and based on UNCLOS, has clearly established that such features fall outside China’s lawful claims. Any linkage between the two disregards the rules of international law that China claims to respect. China’s reference to the 2002 Declaration on the Conduct of Parties in the South China Sea (DOC) is inconsistent with its conduct. It was China that violated the spirit and letter of the DOC by undertaking massive illegal reclamation, militarizing artificial islands, and employing persistent threats and the use of force against Philippine vessels and fishermen. The Philippines has consistently upheld the DOC. Lastly, China’s assertion that it is enforcing maritime law is without foundation. Its very presence in the area — constructed through unlawful reclamation, artificial island building, and militarization in direct violation of UNCLOS and the 2016 Arbitral Award — constitutes the most egregious breach of the relevant international legal framework.

First, the cyanide testing was thoroughly and professionally conducted by the National Bureau of Investigation (NBI) using established forensic and scientific protocols. The results are credible, transparent, and irrefutable. These were not casual findings — they came from laboratory analysis of bottles recovered directly from Chinese vessels operating in the area. Second, Ayungin Shoal lies well within the Philippines’ Exclusive Economic Zone, as affirmed by the 2016 Arbitral Award under UNCLOS. This is not a matter of opinion; it is a matter of international law. The Philippines has sovereign rights to protect its marine resources and enforce its laws in these waters. China’s repeated assertions of sovereignty over Philippine EEZ do not make them true. Third, if there is only one country that has evidently and massively destroyed the marine environment in the West Philippine Sea, it is China — through its illegal reclamation and island-building activities. These have caused irreversible damage to coral reefs, fisheries, and the entire ecosystem, as documented by independent scientific studies and satellite imagery. The Philippines’ presence at Ayungin Shoal, maintained by the grounded BRP Sierra Madre, is a defensive measure to uphold our sovereign rights. It is China’s aggressive actions — including the deployment of vessels carrying toxic substances — that pose the real threat to the marine environment.

This afternoon, in a clear and deliberate act of bullying, Chinese forces fired flares directly at Philippine Coast Guard Caravan aircraft while we were conducting routine Maritime Domain Awareness (MDA) flights over the Kalayaan Island Group (KIG). The provocative incidents occurred specifically at Panganiban Reef and Zamora Reefs, where our PCG aircraft were operating peacefully to monitor maritime activities and ensure the safety of our waters. These reckless and aggressive actions by China represent yet another escalation in their campaign of intimidation and harassment. By targeting unarmed PCG aircraft with flares, Beijing is not only violating established international aviation safety norms and the spirit of regional peace but is also directly endangering the lives of personnel on board. The Chinese forces also issued radio transmissions during the incidents, brazenly claiming “indisputable sovereignty” over these areas—referring to their own illegally reclaimed and militarized bases in the West Philippine Sea. These assertions have no basis in international law, as affirmed by the 2016 Arbitral Tribunal ruling, and serve only to mask China’s expansionist agenda and repeated violations of international law.
