.. as for @lordcudjoe , his repeated attempts to mislead the public on issues that requires the government to sit up and serve the public’s interests, it leaves much to be desired. He has once again proved he’s a self-serving advocate on the Afari Hospital project with some baseless claims and must be confronted with the incontrovertible facts.
The project is a TURNKEY contract, where the contractor is responsible for funding construction and receiving payments based on certified completion milestones. Every payment is triggered by an Interim Payment Certificate (IPC), validated by the Ministry of Defence’s Project Implementation Unit [all schedules for payments are in the contract’s Promissory Notes] and any commentary that ignores this fundamental structure is a deliberate distortion as he has sought to do.
The records before Parliament confirm that the original contract sum of $180 million as was agreed in 2008, with payments tracked through IPCs. By the end of 2017, the first year of the Akufo-Addo administration, 17 IPCs had been honoured amounting to $63.7 million, representing only 31.5% of the total. These are not speculative figures; they are captured in the 2018 Budget Estimates and presented to Parliament as part of the national record.
Further, delays caused by the prior NDC government’s decision to relocate the project from Kumasi resulted in an additional $19.5 million being added to the contract. Euroget, the contractor, subsequently raised further claims of $6 million, which were negotiated down to $3 million. The Akufo-Addo government paid $2.5 million of this, leaving a mere $500,000 outstanding. This demonstrates that the administration not only managed the project responsibly but also secured savings for the state.
By the time the Akufo-Addo government was leaving office, it had paid $138.3 million of the $202.5 million total, representing 68% of the contract sum. In stark contrast, the NDC had managed to pay only $63.7 million (31.5%) in the preceding period. The evidence is clear: this government treated Afari Hospital as a priority project, with payments steadily made and the debt almost entirely cleared.
To suggest, as Franklin Cudjoe does, that the project was neglected for eight years is not only misleading but a clear spin of facts to shield the government from acting on the demand of the public. Objective, rational, and independent analysis leaves no room for his narrative.
The facts expose his commentary as empty propaganda, and it is time he realizes he needs to cease gaslighting the public with falsehoods.
