Affordability of insurance is a key issue that state legislatures are dealing with across the country. At the upcoming 2026 NCOIL Spring National Meeting in Louisville, the Property & Casualty Insurance Committee will hear a presentation on certain steps States can take to improve affordability and availability in homeowners insurance. Yesterday, during an Interim Zoom Meeting of the NCOIL State-Federal Relations Committee, Rep. Meredith Craig (OH) introduced the NCOIL Individual Coverage Health Reimbursement Arrangement (ICHRA) Model Act. ICHRAs are an emerging & bipartisan policy in which employers can reimburse employees for some or all of the premiums that employees pay for health insurance they purchase on their own. Many states are developing legislation to encourage ICRHRAs by authorizing a tax credit for employers that offer ICHRAs to its employees. At the upcoming NCOIL Spring Meeting in Louisville, Rep. Craig’s ICHRA Model Act will be further discussed potentially voted on. Come join us in Louisville to participate in this discussion. The Property & Casualty Committee closed out the Annual Meeting sessions w/ a discussion on a Resolution Encouraging States to Require Insurers to Provide at least 60 Days Advance Notice When Nonrenewing a Policy. The Cmte also held discussions on the readoption of 3 Model Laws.
