Affordability of insurance is a key issue that state legislatures are dealing with across the country. At the upcoming 2026 NCOIL Spring National Meeting in Louisville, the Property & Casualty Insurance Committee will hear a presentation on certain steps States can take to improve affordability and availability in homeowners insurance. Yesterday, during an Interim Zoom Meeting of the NCOIL State-Federal Relations Committee, Rep. Meredith Craig (OH) introduced the NCOIL Individual Coverage Health Reimbursement Arrangement (ICHRA) Model Act. ICHRAs are an emerging & bipartisan policy in which employers can reimburse employees for some or all of the premiums that employees pay for health insurance they purchase on their own. Many states are developing legislation to encourage ICRHRAs by authorizing a tax credit for employers that offer ICHRAs to its employees. At the upcoming NCOIL Spring Meeting in Louisville, Rep. Craig’s ICHRA Model Act will be further discussed potentially voted on. Come join us in Louisville to participate in this discussion. The Property & Casualty Committee closed out the Annual Meeting sessions w/ a discussion on a Resolution Encouraging States to Require Insurers to Provide at least 60 Days Advance Notice When Nonrenewing a Policy. The Cmte also held discussions on the readoption of 3 Model Laws.

The Joint State-Federal Relations Cmte discussed Individual Coverage Health Reimbursement Arrangements & heard about priorities of the Center for Consumer Information and Insurance Oversight. The Cmte also readopted 3 Models including the Insurance Business Transfer Model Act.

NCOIL General Session: Lessons Learned from Hurricane Katrina 20 Years Later

The NCOIL-NAIC Dialogue brought together legislators and regulators to discuss each organization’s priorities and the shared goal of preserving the state-based system of insurance regulation.

The Financial Services & Multi-Lines Issues Cmte met to continue discussion on the Model Act Regarding Insurers’ Use of AI as well as proposed amendments to the NCOIL Insurance Fraud Model Act. The Cmte also heard a presentation on retention & recruitment of insurance talent.

The Life Insurance & Financial Planning Committee continued discussion on the Model Act Regarding Life Insurers’ Use of Genetic Information, heard from InsurTechs, and received an updated on federal retirement security initiatives.

The Health Insurance & Long Term Care Issues Cmte kicked off the sessions with productive conversations. The Cmte adopted the Prior Auth Reform Model Act & re-adopted the Transparency in Dental Benefits Contracting Model Act w/ amendments.
