After years of academies off-rolling & excluding disadvantaged kids by hook or by crook, Ofsted had a chance to look in the mirror & recognise their role in incentivising this. Instead they doubled down.

Want a good Ofsted grade? 🎓 Have higher prior attainment 💰 Have lower FSM. ♿Have fewer SEND. They'll be heads, pupils and teachers absolutely smashing it out there and being told 'needs attention'. Great work by Steve who is good enough to say, still a small sample, but that's the trends.

The point here is how difficult it can be as a teacher to spot the underlying SEND needs that on the surface just appear to be deliberate misbehaviour. The default ‘behaviour is communication’ is the default we need/MUST take as a classroom teacher.

To be clear no teacher teaches under a "burden of goodwill". They are paid to teach children. That is their literal job. SEN children are children & an equal part of the student cohort. SEN children have some form of identified educational need, not the plague.
