The Bergen County Jobs Program, in partnership with NJRC, held a job fair connecting participants, veterans, and community members with employers, workforce resources, and job placement opportunities. Employment is central to reentry, providing income, structure, accountability, and long-term stability for individuals returning from incarceration and veterans transitioning to civilian life. Thank you to Amanda Evans, Employment Specialist at the Bergen County Jobs Program, for her leadership, and to the Bergen County Jobs Program, participating employers, partners, and staff for supporting this workforce initiative. NJRC has served 31,651 individuals statewide, secured 14,246 job placements for able bodied participants, achieved employment for approximately 63.59% of work-eligible participants, enrolled 954 participants in workforce training, completed 934, and helped participants earn approximately 3,000 industry-recognized credentials.

Veteran suicide remains a serious national challenge. According to the U.S. Department of Veterans Affairs, an average of 17 veterans die by suicide each day. NJRC was grateful to host the VA S.A.V.E. Suicide Prevention Training at our Middlesex County site. S.A.V.E. teaches participants to recognize Signs of suicidal thinking, Ask the question directly, Validate the person’s experience, and Encourage treatment while expediting help. HR 1 changes Medicaid and SNAP eligibility requirements for the reentry population. In New Jersey, approximately 540,000 NJ FamilyCare ACA expansion adults may be subject to new Medicaid work requirements, and more than 300,000 individuals may be at risk of losing coverage. More than 800,000 New Jersey residents receive SNAP, and H.R. 1 changes may reduce SNAP participation by as many as 47,000 people in any given month. For the reentry population, healthcare and food assistance are essential to stabilization, treatment, recovery, and employment. Loss of Medicaid or SNAP can disrupt medication, behavioral health care, addiction treatment, housing stability, and the ability to participate in work or training. Our June 9th Conference at University Hospital will address CMS guidance, clinical exemptions, documentation standards, verification requirements, and the systems needed to assist eligible individuals in maintaining coverage while meeting new compliance obligations. NJRC is honored to welcome Rev. Dr. Regena L. Thomas, Co-Director of the Human Rights and Community Relations Department of the American Federation of Teachers, former New Jersey Secretary of State, ordained minister, and longtime public servant, to the NJRC Board of Directors. Rev. Dr. Thomas brings extensive professional experience in public administration, labor, civil rights, ministry, community engagement, and services for vulnerable populations. As New Jersey Secretary of State, she oversaw areas including cultural affairs, minority affairs, volunteerism, literacy, state archives, and civic engagement. She earned a B.A. from Morehead State University, a Master of Divinity from New Brunswick Theological Seminary, and a Doctor of Ministry from Wesley Theological Seminary. She is an ordained Elder in the African Methodist Episcopal Church. Rev. Dr. Thomas has worked closely with NJRC’s women’s reentry initiatives, including the Commission on Reentry Services for Women and The Women’s Project, with a focus on women returning from incarceration, trauma-informed support, behavioral health, family stability, and access to services. NJRC welcomes Rev. Dr. Thomas’s professional experience, public-sector leadership, and commitment to women’s reentry to the Board of Directors.

May is Mental Health Month. The number of people in prison is down. The number of long-term psychiatric patients is down. But these individuals have not disappeared: they are in our communities. That is why NJRC takes mental health seriously. NJRC connects justice-involved individuals to real, clinically proficient services through a documented statewide network of care, provider MOUs, referral pathways, and accountable follow-up. This is not informal assistance. It is a hard pipeline to psychiatric care, addiction treatment, behavioral health services, Medicaid enrollment, medication continuity, and long-term stabilization. NJRC recognizes the LeFrak CDL Training Initiative and its continued progress in connecting participants to CDL training, workforce preparation, and long-term employment opportunities. We are grateful to the @_FALFoundation for its generous support of this important initiative, and to EZWheels Driving School @EZwheelsDS for its partnership in providing classroom and yard training to NJRC participants across its nine locations. This partnership prepares justice-involved individuals, veterans, and other NJRC participants for meaningful employment by connecting them to a structured CDL training pathway that includes registration, DOT physicals, classroom instruction, permit preparation, and hands-on yard training. CDL training provides a practical pathway to stable employment, family-sustaining wages, and long-term economic opportunity in a high-demand field. Through this initiative, NJRC participants are gaining the training, credentials, and workforce preparation needed to pursue meaningful employment and greater long-term stability.

NJRC is stringently focused on supporting our reentry participants: persons returning from incarceration, individuals in addiction treatment and recovery, and veterans. H.R. 1 / Public Law 119-21 creates new Medicaid and SNAP requirements that may affect access to healthcare and food assistance. NJRC’s responsibility is to ensure that our clients understand these requirements, are screened for every applicable exemption or exception, and receive the documentation support necessary to protect critical benefits. For participants returning from jail or prison, NJRC will document release dates, facility information, and reentry status. For individuals in addiction treatment or recovery, NJRC will preserve clinical and treatment documentation, including SUD diagnosis, counseling, MAT, residential treatment, and recovery services. For veterans, NJRC will screen for VA healthcare enrollment, disability status, and other applicable exemptions or qualifying activities. Through Salesforce, NJRC will maintain a rigorous, auditable compliance record for each participant, including monthly verification, qualifying activity hours, notices, deadlines, submissions, and cure-period responses. Thank you to President Allison Hamblin and the Center for Health Care Strategies team for providing strategic oversight and thoughtful guidance to NJRC as we prepare for H.R. 1 implementation.

Workforce training is a critical component of NJRC’s comprehensive reentry model, connecting participants to structured skill development, credential attainment, employment readiness, and supportive services that address barriers to long-term stability. In this video, instructor Farquan Graham and NJRC participants describe welding and HVAC training as a practical next step toward employment, confidence, and future opportunity. Participants identify skills including MIG welding and TIG welding, while Farquan Graham explains HVAC training in installation, service, troubleshooting, and system assembly. According to NJRC’s 2025 Annual Report, the Reentry Training programs yield a 97.9% certification/completion rate and a 71% employment rate among participants who completed the program. These outcomes reflect NJRC’s broader training and employment framework: vocational instruction, credential attainment, job readiness, employment support, behavioral wellness integration, and legal and social support services. Together, these pillars help participants move from training to credentials, from credentials to employment readiness, and from employment readiness to long-term reentry stability.

More than 1,000 individuals come through NJRC’s Newark site each year for workforce training, benefits assistance, legal support, and employment services. NJRC has developed a rigorous, documented protocol to assist court-involved persons, individuals in recovery, and veterans in responding to H.R. 1 / Public Law 119-21. Through NJRC’s Salesforce-based compliance process, staff will screen participants for Medicaid (healthcare) and SNAP (food stamps) eligibility, identify applicable exemptions or exceptions, document clinical, treatment, veteran, and reentry status, connect non-exempt participants to qualifying work, training, education, or community service, and track monthly verification. The purpose is clear: to ensure eligible participants do not lose healthcare or food assistance because of missing records, unclear notices, or administrative confusion. NJRC is committed to working with State, county, clinical, workforce, and community partners to build an accurate, auditable, DHS/CMS-verifiable record for every participant we serve.
