Scrambling for a "legacy", Starmer is going to ram the Hillsborough Law through the Commons tomorrow.
But its application to the military and intelligence agencies - meaning decisions about which secrets can be shared are taken over their heads - is a dangerous risk for our national security.
Our soldiers and spies - and others, like the National Crime Agency and the special operations commands in the police - necessarily deal in secrets. They have to protect their sources, their methods, and their capabilities.
Of course they should be accountable - but not in ways that leave us less safe.
Allied military and intelligence partners - most notably the US and the other Five Eyes powers - will look at this and question what can be done to protect their sources, methods, technological capabilities, and their live operations.
Then there is the additional risk of legal challenges that could expand the interpretation of the law, and bog down the military and intelligence agencies in legal work instead of keeping us safe.
Far from helping victims and their families after terrible incidents like terrorist attacks, this will mean we are less safe, less well protected - risking ending up with more victims of such atrocities.
The Government was forced to pull this Bill before, because it understood that it had created this problem. Ministers had made promises to campaigners that were incompatible with the promises they had made to the intelligence agencies.
But now they pretend there is no problem. Desperate for a legacy, Starmer has chosen - and he has chosen to risk our national security. That is shameful, and we will table our own amendments to this Bill - because public protection must come first.
