Politico says closed talks are underway in Berlin on possible EU associate membership for Ukraine. NSDC Secretary Rustem Umerov is meeting national security advisers from Germany, France and Britain. The talks are linked to possible steps toward ending the war, security guarantees for Kyiv and EU integration, including a phased format with limited rights. #Ukraine

❗️Russian defense committee chief Kartapolov said Moscow will not strike Ukraine’s parliament or Presidential Office in Kyiv because they are not “decision-making centers.” He argued lawmakers do not command troops or choose targets, and claimed Zelensky does not appear at the office, calling it pointless to spend expensive munitions on what he described as an empty site. #Russia

Zelensky met Belarusian opposition leader Sviatlana Tsikhanouskaya in Kyiv during a summit with representatives from 24 countries.
