This scene right here, in my opinion, is the most important scene of the entire series.
An old woman who is no hero and had "no obligation" to help that kid decided to do so anyway, and with that single action, changed his future entirely.
"If only someone, anyone helped me that day..."
- Shimura Tenko
This proves that anyone can be a hero. Anyone has the power to do things with much greater impact than we can even imagine. Like a butterfly effect.
Deku and Uraraka reacting to that scene is also super important... they're the ones who tried saving the villains that were neglected when younger (Tenko and Himiko) but sadly they were too late. For them, seeing people being there, finally extending a helping hand just in time is the proof that society is learning and healing.
This one scene is the whole essence of what My Hero Academia wants to teach us viewers.
You can be a hero.

Almost being the next big villain. The grandma who was apathetic to Tenko before has healed his heart #ヒロアカ #heroaca_a #myheroacademia

'MY HERO ACADEMIA' Voice Actor for Shigaraki, Kouki Uchiyama, Farewell Message:
"Thank you so much from 2016 until now.
It's rare to see a work adapted into an anime for such a long period of time, so it was a valuable experience.
From the first episode to the last, there were many intense dramas for both heroes and villains.
I hope that My Hero Academia will continue to remain in everyone's hearts for a long time to come."

Important thing to keep in mind when it comes to villains in MHA
Humanization ≠ Forgiveness
I’ve seen it too many times where some people misconstrue the act of fleshing out and humanizing a character as condoning their actions
The story has bent over backwards to emphasize how NONE of them are in the right for committing the atrocities they’ve done. They’re meant to be tragic characters to bolster the message on why reaching out a helping hand is so important
Because at the end of the day, if the circumstances were different, and if any one of them had received a genuine act of goodwill extended their way to lead them on the right path, then society will of already reached that “bright future” Deku was aiming for
