If you look at it again, you'll see it says "Mexicans and Central Americans accounted for 68 percent". So that 68% doesn't include South America, which immediately follows, and the percentage they have for it is 12%. There's also the 4% they have from the Caribbean that can be added because it includes Cuba and The Dominican Republic.
