Haitian authorities should refrain from using explosive-armed drones, which make it difficult to ensure the minimum force necessary for law enforcement. They should also ensure transparency, investigate unlawful deaths, identify victims, and provide justice and reparations.

We also analyzed videos showing armed drones attacking people, vehicles, and buildings. In the footage, some people appear armed, but none engaged in violent acts. Under international human rights law, lethal force is allowed only when strictly necessary to protect life.
