Yesterday, BIP 361 was merged into Bitcoin's official BIP repository - the second major quantum-defense proposal in two months. Authored by @lopp and five co-authors, it tackles the question BIP 360 left open: what happens after Bitcoin has quantum-resistant addresses, but millions of coins are still sitting in vulnerable ones? The answer: a phased sunset of legacy ECDSA/Schnorr signatures. Upgrade your coins, or face increasing friction to access them. Important context: BIP 361 only activates after a post-quantum signature scheme is already live on Bitcoin. It's a migration roadmap, not an emergency switch. The Problem BIP 360 gave Bitcoin quantum-resistant addresses via P2MR. But addresses alone don't protect the roughly 6.2 million BTC - over 34% of supply - sitting in UTXOs with exposed public keys. Without a migration incentive, history says most holders won't move. SegWit took 8.5 years. Taproot took 7.5. Meanwhile, quantum algorithms keep improving. A 2025 paper showed a 20x reduction in qubits needed for RSA factoring. Roadmaps estimate cryptographically relevant quantum computers arriving 2029-2031. And a quantum attacker wouldn't announce themselves - they'd bleed funds quietly, computing private keys and waiting months to move. Three Phases, One Clear Deadline Phase A (roughly 3 years after activation): Only sends to post-quantum addresses permitted. You can still spend from legacy, but only into PQ outputs. Phase B (roughly 5 years after activation): ECDSA/Schnorr verification disabled entirely. Unmigrated coins are frozen - not destroyed, but inaccessible via legacy signatures. Phase C (TBD): A future BIP enabling quantum-safe recovery of frozen funds - likely via ZK proof of BIP-39 seed phrase possession. The game theory is sharp. As @lopp put it: no one can be forced to move their coins. But no one can be forced to accept coins from quantum-vulnerable schemes either. Why Freezing Is the Right Default There are really only three options for dormant vulnerable coins: let anyone steal them, allow throttled theft (creating miner-extraction dynamics), or let no one steal them. BIP 361 picks the third. Satoshi said lost coins are a donation to everyone. The corollary: quantum-recovered coins are a theft from everyone. The PR (github.com/bitcoin/bips/p…) drew 65 comments over nine months. Critics called it hostile. Reviewers like Ethan Heilman and murchandamus pushed the draft into its final shape. Merged April 14, 2026. BIP 360 builds the lifeboat. BIP 361 makes sure everyone boards it in time. Together, they form the most complete quantum defense strategy in any major cryptocurrency. That's not a network under threat - that's a network doing what it has always done.
