He only cares about the people he knows and he wanted to make sure they all live their lives to the end without conflict. What happens after that, he doesn't care. Which is why he didn't kill everyone.

Even if the rumbling succeeded in killing everyone, there would eventually be a civil war among the eldians. Wars never die but people do. That's AOT's story in a nutshell.

Which is why I'm saying that if all of them died, then their character development and efforts would've been a waste because everyone died anyway. So I'm glad not all of them died.
