You're confusing human value with human dignity. Yes. Everyone is valuable. But precisely because we are valuable we should behave with dignity and care for ourselves. Value isn't an excuse for mediocrity. These people aren't walking around in pajamas because they can't afford proper clothes. They're doing it because they're either mentally ill, depressed, or think themselves so above cultural norms that they seek out conflict/provocation. Whatever their reason, it's not a healthy one and their general life situation would certainly improve by taking proper care of themselves.
