Coordinating the Response Without Creating an Organization Step 20: Share this document with every person who has been targeted. Each person files their own complaints independently. Each person builds their own evidence file. Each person files their own police report. The complaints compound because they all reference the same network, the same pattern, and the same NCRI report. Twelve independent complaints from twelve individuals in eight states documenting the same coordinated harassment network produces a pattern that no agency can dismiss as an isolated incident. Step 21: Publish the filing receipts. When you file an FTC complaint, post that you filed it (not the content, just the fact). When you file with your state AG, post that you filed.
