Why we can’t just “reset” the Federal House & Senate.

Legally, under the current U.S. Constitution (without replacing or amending it), there is no mechanism to suddenly “remove and replace” or fully reset the entire Congress (House and Senate) at once. The legislative branch has fixed terms, staggered elections, and strong protections against arbitrary dissolution or mass removal. The Framers designed it this way to ensure stability and prevent any one branch or faction from easily purging the legislature.
