Why we can’t just “reset” the Federal House & Senate. A Thread🧵: Legally, under the current U.S. Constitution (without replacing or amending it), there is no mechanism to suddenly “remove and replace” or fully reset the entire Congress (House and Senate) at once. The legislative branch has fixed terms, staggered elections, and strong protections against arbitrary dissolution or mass removal. The Framers designed it this way to ensure stability and prevent any one branch or faction from easily purging the legislature.

Bottom line: Legally and without amending the Constitution, the only path to “remove and replace/start over” is winning elections—especially a sweeping victory in a House election year that also flips available Senate seats. Anything faster or more sweeping (mass expulsion, dissolution) would be unconstitutional. This high bar protects against impulsive or authoritarian resets while allowing periodic renewal through the ballot box. Why Restructuring (e.g., Abolishing or Mass-Replacing) Requires Amendments : Any change to terms, structure, size, or existence of Congress/Senate (beyond what’s already in the Constitution) needs a constitutional amendment via Article V (2/3 of both houses + 3/4 of states, or convention route). Historical proposals to abolish or weaken the Senate, for example, went nowhere without this.
