Nah, I think you’re conflating what Einstein’s equations allow, what the symmetry principles constrain, and how specific physical solutions are extracted. I don’t think the General covariance was ever supposed to uniquely “derive” the inverse square law by itself. Ngl, seems like a straw man. Nobody claims general covariance alone magically derives the inverse square law. The point is that Einstein’s equations reduce to Newtonian gravity in the correct limit under reasonable assumptions. Also, using a weak field approximation or gauge fixing to extract predictions does not make GR “noncovariant” any more than choosing a gauge makes Maxwell’s equations fake. You’re attacking a much stronger claim than Witten actually makes here.

First, Newton’s theory of gravity can be reformulated as a nonrelativistic field theory where the inverse square law is a consequence of the Newtonian gravitational potential satisfying Poisson’s equation. This doesn’t require general relativity (Einstein’s theory of gravity), so the latter is a red herring. Second, the form of Einstein’s field equations that imply the inverse square law for gravity to leading order is experimentally constrained as much as Newton’s theory or its nonrelativistic field theoretic reformulation.
