He was pretty pumped up. If you saw him moments before he was just going nuts jumping up and down and pumping his fists, etc. He said “My heart goes out to you” and made that gesture. Simplest explanation is that he was expressing that sentiment and really wasn’t thinking about how it looked. The alternative explanation is that he is a secret Nazi and wanted to express his allegiance to the cause by doing a “Sieg Heil” on national TV in front of millions of people and then spend the next week denying that he did it.
