A 5 year old wee girl (P1l) strapped into a Heathfield chair when her daddy picked her up from school this morning. Only allowed an hour a day in a Scottish mainstream school because teacher says "she's disruptive!" This is mechanical restraint. Where is the outage ? 🤬
