This does not reflect the UK’s position, which as per interpretative declaration made on signature sees the presumption triggered only by substantial doubt, nor past NATO targeting practice, which applied the standard of ‘reasonable certainty’ rather than ‘beyond doubt’.

@aurelsari @AdHaque110 No--you cannot attack with doubt that the target is military. Presumption means doubt is resolved in favor of civilians. If the attacker has knowledge of a military target assuring no disproportionate impact on civilians is more subjective.
