The bureaucracy is conferred with all-but-unquestioned authority to issue decisions. (Or stall the issuance of same, as we shall see.) Disagree with the bureaucracy’s decision? The Tribunal will tell you it came from the Director (or his or her “delegate”)… and take it seriously.

The Director has overarching “powers” over and “duties” regarding ODSP. So says the ODSP Act at §§37–38. A person delegated with the Director’s “powers or duties” has to have such delegation in writing.
But, while there may be an elephant in the room, there actually is no Director.

Which of these scenarios is worse?
• ODSP managers making almost ten times what you do on an annual basis
• ODSP caseworkers making that much
• Or (wait for it) ODSP caseworkers not even managing to earn that much?
