🎉20 Years Strengthening Project Governance at the OAS 🎉 The @OED_Official proudly commemorates the 20th Anniversary of the Project Evaluation Committee (PEC/CEP)—a cornerstone of effective project governance at the OAS. Established in January 2006 by the OAS Secretary General, the PEC was created as a high-level decision-making body to ensure that projects and programs implemented by the Organization of American States—particularly those financed with voluntary and specific funds—are relevant, strategic, and aligned with Member States’ mandates. The creation of the PEC marked a turning point. It responded to growing management and accountability challenges at a time when project negotiation, financing, and management were becoming increasingly decentralized, without the necessary institutional mechanisms for planning, oversight, and evaluation. Since its inception, the PEC has played a vital role in strengthening governance by: • Enhancing oversight of programs and projects financed with voluntary and specific funds • Advancing results-based management and greater transparency • Promoting collective, ex-ante evaluation and replacing unilateral decision-making practices Today, under the leadership of the OED_Official, we recognize this important milestone—one that laid the foundation for a more coherent, accountable, and results-oriented approach to project and grant management at the OAS. The PMRS is a modernized institutional project management platform that ensures standardized, real-time oversight with full traceability of results and resources. By integrating measurable indicators, financial tracking, and automated reporting, PMRS supports quarterly, semi-annual, and annual reporting requirements, ensuring that donors and partners receive reliable programmatic and financial information. A recent independent evaluation of the project “Canada’s support to the OAS and its Member States to prevent, combat and mitigate cybersecurity threats in the Americas” highlights powerful outcomes: 🔹 Greater cybersecurity awareness at technical and legislative levels—reaching more participants than expected across the region. 🔹 Stronger inclusion of women in cybersecurity, with an impressive turnout in the Cybersecurity Women’s Challenge. 🔹 CSIRT Americas strengthened as a regional public good, enabling collaboration and data sharing that no country could achieve alone.
