The Sudan People’s Liberation Movement/Army–In Opposition (SPLM/A-IO) blamed government forces, saying “full responsibility for the massacre rests” with the government. Gold mining in South Sudan is largely unregulated, with state governments operating their own sectors without national government involvement. Jebel Iraq has previously been the site of violent clashes involving illegal gold miners.
