What is illegal, unsustainable, and unacceptable is turning a strait into a supply corridor for arms and military equipment destined for your bases on one shore in preparation for an attack against the littoral state on the opposite shore, while expecting that state to tolerate such a direct threat without any response.
To “illegal,” “unsustainable,” and “unacceptable,” you could also add “absurd,” given that the strait itself passes through the territorial waters of the very littoral state being threatened.
