PRESS RELEASE FG INAUGURATES STEERING COMMITTEE TO DRIVE ESTABLISHMENT OF COTTON, TEXTILE AND GARMENT DEVELOPMENT BOARD The Federal Government has inaugurated a Steering Committee to work out the framework for the establishment of the Cotton, Textile and Garment Development Board (CTGDB), as part of efforts toward revitalising Nigeria’s cotton, textile and garment (CTG) sector and stimulating economic growth in line with the Renewed Hope Agenda of the Tinubu-led administration. While inaugurating the Steering Committee in Abuja, the Secretary to the Government of the Federation, Sen. George Akume, CON, explained that the decision to establish the Cotton, Textile and Garment Development Board aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, which prioritises economic diversification, job creation and industrial revitalisation. “Under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, restoring the Cotton, Textile and Garment sector to its rightful place as a driver of economic growth and industrial transformation remains a key priority. The need to establish the Cotton, Textile and Garment Development Board was deliberated upon at the 149th National Economic Council (NEC) meeting held on 24th April, 2025”, he said. SGF, who was represented by the Permanent Secretary, General Services Office (GSO), stressed that the cotton and textile sector, which had historically been one of the pillars of Nigeria’s economy, employing thousands of citizens, supported rural livelihoods and contributed significantly to national Gross Domestic Product and export earnings, had faced numerous challenges over the years, including declining production, inadequate infrastructure, inconsistent policies, limited access to finance, smuggling of finished products and intense competition from imported textile materials. He urged the Committee to prioritise local content and actively encourage public-private partnerships, assuring Government’s readiness to render all the needed support while anxiously waiting to act on their recommendations toward the establishment of the Board and the restoration of this vital sector. The Steering Committee, chaired by the Director Overseeing the Office of the Political and Economic Affairs, OSGF, Mr Abia Ifiok Bassey, has the following representatives from the sector: The Nigerian Textile Manufacturers Association (NTMA); Fashion Designers Association of Nigeria (FADAN); Apparel and Accessories Manufacturers Association of Nigeria (AAMAN); National Cotton Association of Nigeria (NACOTAN); Nigerian Cotton Farmers Cooperative Society Ltd (NCFCS Ltd); Textile Researchers Association of Nigeria (TRAN); New Nigeria Development Company (NNDC); Cotton Ginners Association Of Nigeria (CGAN); Cotton, Textile and Garment Development Forum (CTGDF) and Kaduna State. The SGF outlined the Committee’s Terms of Reference to include reviewing the decisions and conclusions of the National Economic Council (NEC) relating to the establishment of the Board; proposing sources of income and budgetary provisions; recommending supportive policies; determining the composition, functions and regulatory powers of the Board; and preparing a comprehensive report with recommendations for submission to the President for the establishment of the Board. Speaking during the inaugural ceremony, the Coordinator of the Cotton, Textile and Garment Development Forum (CTGDF), Anibe Achimugu, described the inauguration as a historic moment for Nigeria’s industrial revival, which represents the transition “from advocacy to implementation, from intention to delivery, and from aspiration to measurable national impact.”

The Secretary to the Government of the Federation, Sen. George Akume, CON, gave the assurance when he received a powerful delegation of royal fathers from Okpe Kingdom, led by the Orodje of Okpe Kingdom, His Royal Majesty Orhue 1, Maj. Gen. Felix Mujakperuo (Rtd) in Abuja. He acknowledged that decades of oil exploitation in the oil-producing communities have led to issues such as environmental degradation, coastal and gully erosion, flooding, and other ecological challenges, stressing that the Government is fully aware of these consequences and has instituted measures to address them. He assured that the Office, through the Ecological Project Office (EPO) will work in collaboration with the Federal Ministry of Environment, to develop a deliberate and strategic response to address the ecological concerns raised by the royal father. Having commended His Royal Majesty for his meritorious service to the nation in the Nigerian Army, Sen. Akume recognised the long-standing and significant role the oil and gas sector has played in driving Nigeria’s economic growth. He particularly commended host communities for their efforts in safeguarding critical national assets, including oil wells and pipelines. “The Government recognises the immense contributions of your great kingdom, the Okpe kingdom, to the economic development of this country. We want to thank you for protecting these oil wells and pipelines. These are great assets that contribute to our country's economy. We thank you and your leadership for protecting these assets”. SGF underscored the commitment of the Tinubu-led administration in addressing some of these ecological problems facing the oil-producing communities by establishing the Federal University of Environment and Technology (FUET) in Ogoniland, aimed at producing skilled manpower to address ecological and technical issues arising from oil exploitation. He also emphasised that oil companies operating in host communities have statutory obligations to fulfil their Corporate Social Responsibility (CSR) commitments to the host communities. Speaking earlier, the Orodje of Okpe Kingdom, His Royal Majesty Orhue 1, Maj. Gen. Felix Mujakperuo (Rtd) stated that the essence of the visit is to seek the Federal Government’s intervention in addressing the ecological challenges facing his communities through shoreline protection, land reclamation and road improvement works in Ugbokodo, an oil-producing community in Okpe Local Government Area of Delta State. He stressed that despite the strategic role the community plays in hosting some important International Oil Companies (IOCs) and safeguarding the nation’s pipelines, decades of oil exploration and gas flaring have resulted in severe environmental degradation, leaving his people grappling with pollution, shoreline erosion, land loss, and recurrent flooding caused by rivers overflowing their banks, among others. PRESS STATEMENT OFFICE OF THE SECRETARY TO THE GOVERNMENT OF THE FEDERATION Akume Reaffirms FG’s Partnership with Catholic Church at CBCN First Plenary The Secretary to the Government of the Federation, Senator George Akume CON, has reaffirmed the Federal Government’s commitment to strengthening collaboration with the Catholic Church in advancing national development, peace, and social cohesion. Akume made the pledge in a goodwill message delivered to the Catholic Bishops' Conference of Nigeria (CBCN) at its First Plenary Meeting of 2026. Addressing the gathering of Catholic bishops and clergy in Abuja on Sunday, the SGF described the meeting as a significant moment of reflection and pastoral direction for both the Church and the nation. He expressed appreciation to the Catholic Secretariat of Nigeria for the invitation to participate in what he termed an important assembly of “shepherds of the Church in our dear nation.” Senator Akume noted that beyond its administrative importance, the plenary offered an opportunity for discernment on the spiritual and socio-economic realities facing Nigerians. The SGF acknowledged the Catholic Church’s enduring influence on Nigeria’s moral, social, and developmental landscape. He commended the Church’s vast network of schools, hospitals, and humanitarian institutions, describing its contributions to education and healthcare as monumental, particularly in serving the poor and vulnerable. Highlighting Nigeria’s current socio-economic and security challenges, Akume said the nation stands at a defining moment in its history, with citizens yearning for peace, justice, economic stability, and accountable leadership. He emphasized that the Church’s advocacy for good governance, human dignity, national unity, and the sanctity of life continues to serve as a moral compass for the country. According to him, pastoral letters and communiqués issued by the bishops have often reflected the conscience of the nation, challenging public office holders to uphold transparency, accountability, and servant leadership. He described such interventions as patriotic expressions rooted in Gospel values rather than acts of opposition. Akume, a Knight of St. John International, said the call to be faithful in service to God and country resonates deeply with the responsibilities of public office holders. He stressed the need to bridge faith and governance by ensuring that public policies are guided not only by administrative efficiency but also by moral integrity. Reaffirming the Federal Government’s readiness for constructive engagement, the SGF said the administration of President Bola Ahmed Tinubu remains committed to advancing peace, interreligious harmony, youth empowerment, and inclusive development. He noted that justice, security of lives and property, and human dignity transcend political and denominational boundaries. He also commended the Church’s efforts to promote dialogue, reconciliation, and interfaith collaboration amid insecurity and social fragmentation, stressing that Nigeria’s diversity should be a source of strength rather than division. "Let me assure you that the Government remains committed to policies aimed at economic reform, institutional strengthening, and social protection for the most vulnerable. We acknowledge that transformation requires patience, sacrifice, and collective effort. In this journey, the prayers and moral support of the Church are invaluable. "Your Eminence and Your Excellencies, I commend your steadfast leadership and courage. The burdens of shepherding God’s flock in these times are not light. Yet your resilience, unity, and fidelity to the Gospel continue to inspire hope among the faithful and the wider society," he said.

Speaking earlier, the President and Chairman of Council, Lagos Chamber of Commerce and Industry, (LCCI) Engr.
