OFFICE OF THE SECRETARY TO THE GOVERNMENT OF THE FEDERATION PRESS STATEMENT Akume Calls for Unity in Benue APC Ahead of Presidential Primary ....Decries Diversion of Materials During APC Primaries Ahead of Saturday’s presidential primary of the All Progressives Congress (APC), Secretary to the Government of the Federation, Senator George Akume (CON), has underscored the importance of unity within the party in Benue State. He also expressed displeasure over the alleged diversion of materials during the party’s primaries held in the state earlier in the week. Senator Akume spoke to reporters on Friday when he landed at the Makurdi Airport ahead of the APC presidential primary billed for Saturday. A mammoth crowd had come to the airport to welcome him. The SGF urged party members and stakeholders in the state to place the collective interest of the APC above personal ambitions, noting that internal cohesion would be critical to the party’s success in future elections. He appealed to aggrieved aspirants and their supporters to embrace dialogue and reconciliation, insisting that disagreements arising from the primaries should not weaken the party’s structure in the state. He said: "The presidential primaries are taking place tomorrow (Saturday). We're here to mobilise support for our dear president. He's doing very well. I've told him repeatedly, that he has no problem in Benue State. In this country, his performance, his commitment to patriotism, inclusive nature of government all speak in his favour. "In the democracy you must always have some opposing voices but the truth is that his work is remarkable. His work has been approved by most Nigerians and we are very sure come tomorrow our people are going to vote massively for Mr President". Akume further described reports of the diversion of electoral materials during the primaries as disturbing, warning that such actions could undermine confidence in the party’s internal democratic process. He called on party officials and security agencies to investigate the incident and ensure that those found culpable are held accountable, while assuring members that efforts were underway to guarantee a credible and transparent process going forward. His words: "I was not here during the last election. I received so many reports about diversion of materials among other things, but I wasn't here so I don't want to comment so much about that. What I want to say is this, I want the APC to be a united family. This was how we intended it to be. Those of us who were the founding fathers of the party we don't want factions in our party you. We're very sure that come 2027, Mr President will get back to the Villa". He appealed to supporters to remain peaceful and turn out in large numbers to participate in the primary election for the party’s presidential candidate. PRESS STATEMENT Tinubu Directs MDAs to Embrace Technology as 38 Ministries Adopt E-Workflow President Bola Ahmed Tinubu has announced that 38 ministries and extra-ministerial departments have now transitioned to a secure paperless workflow system, even as he declared that Nigeria’s civil service was undergoing a major digital transformation. Speaking while declaring open the International Civil Service Conference 2026 in Abuja on Wednesday, Tinubu said the era of “manual inefficiency” in government operations must come to an end as the country pushes for a faster, technology-driven and more accountable public service. Speaking through the Secretary to the Government of the Federation, Senator George Akume, CON, the President said the reforms carried out under his administration’s Renewed Hope Agenda were beginning to yield measurable results, noting that the civil service had moved “from aspiration to execution, and from execution to measurable impact.” According to him, the adoption of end-to-end electronic workflow systems across dozens of ministries signals Nigeria’s determination to build a modern bureaucracy capable of driving investment, innovation and inclusive growth. “When we spoke of digitalisation in 2025, some may have considered it an ambition for the distant future. Today, with 38 Ministries and Extra-Ministerial Departments operating on a secure, paperless and end-to-end electronic workflow system, we are sending a clear message: Nigeria is building a public service that enables progress,” he said. Tinubu directed all ministries, departments and agencies to deepen digital work processes and embrace technology in service delivery, insisting that public institutions must become more responsive to citizens’ needs. “The era of manual inefficiency must give way to a culture of speed, transparency, data-driven decision-making and citizen-centred service,” he stated. The President also revealed that the ongoing Personnel Audit and Skills Gap Analysis authorised by his administration was nearing completion, adding that government was identifying competency gaps and repositioning workers for 21st-century governance. Tinubu linked the reforms to the broader digital infrastructure agenda of his government, including Project BRIDGE — Building Resilient Digital Infrastructure for Growth — which he recently promoted at the Africa CEO Forum in Rwanda. He said Nigeria was opening up its digital infrastructure ecosystem to investors and development partners as part of efforts to boost jobs, innovation, connectivity and public sector efficiency. The President commended the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, for driving reforms under the Federal Civil Service Strategy and Implementation Plan 2021–2025. He particularly praised the integration of innovative tools such as Service-Wise GPT, describing it as evidence of what could be achieved through disciplined leadership and institutional commitment. Tinubu said the conference should serve as a “results laboratory” for deeper governance reforms, urging participants to focus on making reforms irreversible and strengthening accountability across public institutions. PRESS RELEASE DR. KANA CALLS FOR STRONGER CONTINENTAL COLLABORATION ON DIGITAL PUBLIC INFRASTRUCTURE FOR ECONOMIC DEVELOPMENT The Permanent Secretary, General Services Office (GSO), Office of the Secretary to the Government of the Federation (OSGF), Dr. Ibrahim Abubakar Kana, mni, has emphasized the need for stronger collaboration among African nations in building robust Digital Public Infrastructure (DPI) systems that will drive inclusive governance, economic growth, innovation, and citizen-centered service delivery across the continent. Dr. Kana made this known in his goodwill message at the High-Level Continental Engagement with the theme: "Building African Digital Foundations Together", which was organized by Galaxy Backbone Ltd in collaboration with Co-Develop, Smart Africa, and MicroSave Consulting on Tuesday 19th May, 2026 in Abuja. Addressing distinguished representatives of governments, development partners, digital institutions, and stakeholders from across Africa, Dr. Kana described the gathering as a strategic platform for shaping the future of Africa's digital economy and strengthening the foundations required for sustainable development. He stressed that the continent's opportunity extends beyond merely digitizing existing systems to building a uniquely African digital future anchored on collaboration, inclusion, trust, and scalability. According to him, Digital Public Infrastructure has increasingly become a central pillar for national development and global competitiveness, noting that nations making significant progress in innovation, financial inclusion, digital governance, healthcare, education systems, and artificial intelligence are doing so on the strength of resilient digital ecosystems. "Digital identity systems, interoperable payment rails, trusted data exchange frameworks, and secure digital platforms are no longer optional national assets; they have become essential instruments of state capability and economic resilience," he stated. Dr. Kana particularly commended Galaxy Backbone alongside institutions such as the National Identity Management Commission and the Nigeria Inter-Bank Settlement System for their contributions to Nigeria's evolving Digital Public Infrastructure ecosystem and their support for the Federal Government's digital transformation agenda. He added that over the years, Galaxy Backbone has continued to demonstrate commitment to enabling secure digital infrastructure, supporting public sector modernization, and improving service delivery through technology-driven initiatives. He welcomed the drive toward developing a unified African Digital Public Infrastructure road-map over the next three to five years. He said the proposed framework would assist countries in identifying common priorities, encouraging reusable digital building blocks, reducing implementation costs, and strengthening local innovation ecosystems. He further emphasized the importance of moving beyond isolated conversations to practical and coordinated implementation efforts through pilot projects, shared platforms, and collaborative systems that could support broader continental interoperability in digital identity, payment systems, trade facilitation, healthcare, education, and data governance. Speaking on the implications of emerging technologies, Dr. Kana noted that Africa's readiness for the era of Artificial Intelligence would depend heavily on strong Digital Public Infrastructure. "There can be no meaningful Artificial Intelligence ecosystem without strong digital public infrastructure. Trusted data systems, digital identity frameworks, connectivity infrastructure, and interoperable platforms remain essential prerequisites for building ethical and inclusive AI systems that serve public interest objectives," he said.

He referenced the recent launch of the International Media and Information Literacy Institute by Nigeria and UNESCO, saying citizens must be equipped to verify information and reject falsehood designed to divide society. “Religious literacy must therefore be accompanied by media and information literacy; the discipline to verify before sharing, to question before reacting, and to reject falsehood, hate speech and incendiary narratives,” he said. He called on schools, faith communities, universities, media organisations and traditional institutions to work together in raising a new generation of Nigerians who embrace faith, patriotism, humility and peaceful coexistence. Akume said religious leaders remain the conscience of society and must use their influence to resolve conflicts, minimise hatred and promote truth. He warned against the misuse of religion to justify falsehood, discrimination, violence and bloodshed, insisting that such acts undermine both faith and national unity. The SGF disclosed that the Federal Government had already put machinery in place to support religious and traditional institutions in ensuring peace and security across communities ahead of the elections. He added that his office would engage further with stakeholders after receiving recommendations from the NIREC meeting. Akume urged participants at the meeting to prioritise literacy in all forms, describing it as central to peace-building, institutional trust, stability and national unity. He expressed optimism that the deliberations of the council would produce practical solutions for strengthening tolerance and national cohesion as the country moves towards the 2027 elections. PRESS STATEMENT OFFICE OF THE SECRETARY TO THE GOVERNMENT OF THE FEDERATION Akume urges clerics, traditional leaders to promote tolerance ahead of 2027 elections The Secretary to the Government of the Federation (SGF), George Akume, on Wednesday called on religious and traditional leaders across the country to deepen tolerance, strengthen grassroots mobilisation and promote peaceful coexistence as Nigeria prepares for the 2027 general elections. Akume said faith-based and traditional institutions must take the lead in fostering understanding among citizens and preventing manipulation capable of triggering violence before, during and after the polls. The SGF made the call in Abuja while speaking at the first triannual meeting of the Nigerian Inter-Religious Council (NIREC) held at Rockview Hotel under the theme, “Religious Literacy for National Cohesion.” He said with the nation approaching the end of the current political and electoral cycle, religious and traditional leaders have a moral responsibility to strengthen collaboration, youth education and peace-building efforts in their communities. Akume said, “The 2027 general elections are fast approaching and NIREC, through our traditional and religious leaders, faith-based organisations and youth associations, has the moral responsibility for strengthening the network of collaboration, grassroots mobilisation, youth education, peaceful co-existence, tolerance, security and protection of lives and property in our communities.” He stressed the need to eliminate all forms of manipulation capable of creating division within communities, noting that peaceful elections begin with responsible leadership at the grassroots. The SGF said Nigeria’s religious and cultural diversity makes tolerance and religious literacy essential for national cohesion, stressing that understanding one another’s beliefs and practices remains key to building trust and sustaining peace. According to him, the role of the Nigerian Inter-Religious Council (NIREC) has become increasingly important in promoting dialogue, mutual understanding and peaceful co-existence among Nigeria’s diverse religious communities. Akume warned that the country, like many parts of the world, continues to face serious challenges fuelled by stereotypes, misinformation, insecurity and identity-based divisions. He said such challenges have often become triggers for violence and hostility, worsened by political and economic manipulation. “The world today continues to encounter formidable challenges that are capable of generating conflicts. These challenges are fuelled by lack of understanding, existence of stereotypes, ineffective communication and the weaponisation of identity,” he said. Akume said government’s responsibility is not to politicise religion or encourage intolerance but to strengthen citizenship, understanding and responsibility among Nigerians. He noted that while religious studies already form part of the school curriculum, the priority should be improving the quality of teaching through better teacher preparation, effective learning materials and classroom values that encourage empathy, respect and responsible citizenship. The SGF also raised concerns over insecurity in the education sector, warning that attacks on schools and prolonged closures in unsafe areas continue to worsen Nigeria’s education crisis. He said government policies on safe schools and violence-free learning environments must be strengthened to protect children and ensure uninterrupted learning. “A child cannot learn fraternity in fear; a nation cannot preach literacy while schools are under threat,” he said. Akume further stressed the need for religious literacy to go hand in hand with media and information literacy, especially in an era of widespread misinformation and hate speech.

He explained that the Federal Government has further adopted a multi-dimensional approach militating against poverty by developing policies focused on job creation, economic diversification, and social protection. His words: "Through targeted interventions in agriculture, small and medium enterprises, infrastructure development, and skill acquisition, we are laying a solid foundation for inclusive growth. These are evident in the government’s key 2024-2026 interventions and initiatives, namely the National Agricultural Growth Scheme-Agro-pocket (NAGS-AP), the Dry Season Farming Schemes, the Mechanisation Drives, the Post-Harvest Management, the Financial Inclusion and support, anchored in the Bank of Agriculture, the Security for Farmers through the Nigeria Security and Civil Defence Corps (NSCDC) deployment of 10,000 Agro-Rangers to 19 states to protect farmers and farm produce from banditry, among others. "To you our dear workers, I say this clearly; your welfare remains a priority. We are committed to improving working conditions, promoting fair wages, and ensuring that every Nigerian worker enjoys dignity, safety and equal opportunity in the workplace; hence, the recent reactivation of the payment of gratuity to Nigerian workers with effect from January 2026". OFFICE OF THE SECRETARY TO THE GOVERNMENT OF THE FEDERATION PRESS RELEASE May Day: Tinubu Flags Insecurity, Poverty as National Emergency President Bola Ahmed Tinubu on Friday used the 2026 Workers’ Day celebration to confront Nigeria’s twin crises of insecurity and poverty, declaring them major threats to jobs, productivity and national stability. Speaking at Eagle Square in Abuja, the President told thousands of workers and labour leaders that “there cannot be decent work where workers fear for their lives or where wages cannot feed a family,” aligning his message with the global May Day theme on the Decent Work Agenda championed by the International Labour Organization. Speaking through his Secretary to the Government of the Federation, Senator George Akume, CON, Tinubu acknowledged that insecurity and poverty remain “significant obstacles” but insisted his administration is tackling both with urgency. He pointed to the launch of the Community Protection Guards Initiative, which he said has recruited 45,000 young Nigerians to secure communities while creating jobs. The President also highlighted a raft of economic and social interventions under his Renewed Hope Agenda, including expanded cash transfers reaching 15 million vulnerable households and lifting an estimated 7.5 million Nigerians out of poverty. The President added that infrastructure projects such as the Lagos-Calabar Coastal Highway and the Ajaokuta-Kaduna-Kano Gas Pipeline have generated over 600,000 jobs. On workers’ welfare, Tinubu said the government has implemented a new national minimum wage, cleared pension arrears, and reintroduced gratuity payments from January 2026. He further noted that over 800,000 informal sector workers have been enrolled in the micro pension scheme, while small businesses continue to benefit from a N200 billion MSME support fund. He said: "There cannot be decent work where workers fear for their lives, where wages cannot feed a family, or where insecurity disrupts farms, factories, markets, and other economic activities. These hydra-headed challenges, the government notes, have been treated as a national emergency due to their impact on productivity, livelihoods, and the confidence of both workers and employers. "The administration also acknowledged that insecurity and poverty remain major obstacles to building a peaceful Nigeria where citizens can “sleep with their eyes closed,” and to achieving the Decent Work Agenda as envisioned by the International Labour Organization. It stressed that the agenda is not merely an international framework but a national imperative, aligned with its vision of a country where hard work is rewarded, opportunities are accessible without discrimination, and every citizen can reach their full potential. Despite the challenges, the government assured that it is not relenting in its efforts. It said it is confronting the issues through deliberate, coordinated, and sustained actions, backed by targeted policies and the resilience of security personnel—some of whom have paid the ultimate price in the line of duty. Addressing labour unions, including the Nigeria Labour Congress and the Trade Union Congress of Nigeria, the President called for sustained dialogue and restraint in industrial disputes. “Strike should be the last resort, not the first,” he said, urging collaboration to achieve lasting reforms. Tinubu also commended security forces for their role in protecting economic activities, linking improved safety directly to job creation and national growth. Reaffirming his administration’s commitment, the President said Nigeria remains on course to defeat insecurity and reduce poverty, promising a future where “decent work is not a privilege for a few, but a reality for all".

He further pointed to complementary programmes including the Renewed Hope Restoration Project targeted at persons of concern, the Green Hope Project focused on climate-smart greenhouse farming for year-round production, and the Aqua Hope Project designed to expand structured aquaculture systems and boost productivity. According to the SGF, these initiatives are already yielding positive outcomes in increased food production, employment generation, and rural economic development, while also aligning with the administration’s broader objectives of economic diversification and inclusive growth. “As we look ahead, NALDA is expected to scale up its programmes across more states, strengthen the use of technology, and expand opportunities for youth and women in agriculture,” he said. He emphasised that the Board will play a crucial role in providing strategic direction, effective oversight, and management support required to consolidate these gains and ensure the successful delivery of the Authority’s mandate. Senator Akume urged members of both Boards to approach their assignments with a strong sense of duty, patriotism, and commitment to national development, assuring them of the Federal Government’s continued support in the discharge of their responsibilities. He congratulated the Chairmen and members of the Boards on their appointments and expressed optimism that their tenure would be marked by impactful contributions that would strengthen institutional performance and advance Nigeria’s development priorities. In his response, Chairman of the Board NUPRC, Senator Magnus Abe, expressed profound gratitude to President Tinubu for their appointment amid millions of qualified Nigerians, and praised Akume’s exemplary role in the selection and confirmation process. “We are very grateful to the President and we want to assure him through you that we will not disappoint him,” Abe said. Abe pledged that the board would study Akume’s charge diligently, collaborate with management, and deliver the PIA’s objectives to meet the expectations of the government and Nigerian people. He highlighted the members’ pedigree and integrity, assuring continued reliance on Akume’s guidance and support. In his own response, the Chairman of the NALDA board, Sen. Kabir Abdullahi Barkiya, noted that the appointments represent not only a responsibility, but a profound call to service which must align with the President's aspiration to strengthen agriculture as a cornerstone of national development. He said: "As a Governing Board, our mandate is clear: to provide strategic direction, ensure sound governance, and uphold transparency and accountability in the discharge of our duties. We are fully committed to supporting the Authority in achieving its objectives and in translating policy direction into tangible outcomes that positively impact Nigerians." OFFICE OF THE SECRETARY TO THE GOVERNMENT OF THE FEDERATION PRESS STATEMENT Tinubu tasks new envoys on investment drive, reorders foreign policy priorities President Bola Tinubu has charged Nigeria’s newly appointed ambassadors and high commissioners to aggressively pursue foreign investments, strengthen strategic partnerships and reposition the country’s global image in line with evolving diplomatic realities. Speaking on Monday at the opening of an induction course for the envoys at the Ministry of Foreign Affairs in Abuja, the President said their appointments reflected the administration’s confidence in their capacity to advance Nigeria’s interests on the international stage. Speaking through the Secretary to the Government of the Federation, Senator George Akume, CON, the President emphasised that the global system is undergoing rapid transformation driven by shifting geopolitical dynamics, economic uncertainties, technological disruptions, climate challenges, and emerging security threats. Tinubu noted that these developments have made the role of diplomats more critical than ever. “The international system is evolving rapidly. We must be prepared to meet these challenges by focusing on how best to protect and promote Nigeria’s national interest,” he said. He urged the envoys to adopt a modern, results-oriented approach to diplomacy, combining traditional methods with digital engagement, public diplomacy and strategic communication. He underscored the importance of telling Nigeria’s story in a compelling and credible manner while projecting the achievements of his administration’s Renewed Hope Agenda. He also called on them to be proactive and innovative in fostering partnerships, promoting trade and attracting foreign direct investment and technology to Nigeria. According to him, safeguarding the welfare of Nigerians in the diaspora must remain a top priority. In a significant policy shift, the President announced a reordering of Nigeria’s foreign policy framework, known as the 4D Doctrine. Originally anchored on Democracy, Development, Demography, and Diaspora. He said the priorities have now been rearranged to Demography, Development, Diaspora, and Democracy. He explained that the adjustment places Nigerians at the centre of foreign policy and aims to ensure that international engagements deliver tangible benefits to citizens. “This re-ordering has put the Nigerian people at the centre of our foreign policy agenda and is aimed at harnessing outcomes for their maximum benefit,” he said. The President further stressed the need for professionalism, integrity and patriotism in the conduct of diplomatic duties, reminding the envoys that they serve not only as government representatives but also as custodians of Nigeria’s image abroad. He emphasised the importance of accountability, urging missions to be result-driven, prudent in resource management and guided by clear, measurable goals that contribute to economic growth and national development. Tinubu also encouraged participants to fully engage in the induction programme, noting that it was designed to equip them with the knowledge and skills required for effective diplomatic service in a rapidly changing world. He applauded the National Assembly for the swift confirmation of the nominees and urged the envoys to justify the confidence reposed in them. “You have a special responsibility in helping to reposition Nigeria in global affairs. The world is watching,” the President said. Yomi Odunuga Special Adviser, Media and Publicity to Secretary to the Government of the Federation. 27-04-2026
