@EmmieSullivan9 @idahoednews If it were just a top 4 open primary without RCV, it wouldn’t work. In the general election, the top 4 candidates could split the vote four ways and the winner could have just 26% of the vote. A runoff is needed to avoid vote-splitting, and that’s why RCV must be included.
