The chap is asking how one can use vin number to check accident history. I was simply helping him but i was wrong because i was not aware that SAIA has recently reversed decisions to restrict public access of accident history of vehicles and despite this restriction there has been many online websites offering VIN check misleading and stealing people's monies because the data was not made public previously. I once did a VIN check few years back and after i learned that the accident reports are not made public i immediately contacted that online website and i asked for refund, they did not hesitate to give it back. To date as i just checked SAIA is only making code 3 & 4 public and i just looked up my written off vehicle and the report does not come like the one you shared. What you're sharing appears to be a document generated by those who sell accident damage/salvage cars. I would advise again for him not to pay anyone for accident history, this is free to check at SAIA but only for code 3/4 but for code 2 accident it would be better to contract @view4you_sa to assist with inspection.
