In South Korea's military conscription, people who have low health score get sent to work as "public agents". In one of the psychology tests, there is a particular question that says "I know more than 100 types of grasshoppers". So there is a meme that public agents are grasshopper experts. There is also another meme, that says public agents are actually really strong secret agents, which is funny because they are there since they aren't fit to go to military. Now with these knowledge, let's get back to the image: The man who is summoning grasshoppers is wearing a public agent uniform. And he is dominating the facility with his grasshoppers instead of working normally. And to add additional context, the image has been AI generated, and the original poster of this image makes many AI generated images that depicts public agents wreaking havoc in different scenarios.
