At this week’s JHB Urban Crisis Seminar, Luyanda Hlatshwayo reflected on the work of the African Reclaimers Organisation (ARO), a mass democratic movement of reclaimers organising to protect livelihoods, challenge stigma, and reshape how waste is governed. Emerging in response to attempts to privatise recycling collection in Johannesburg, ARO has built alternative systems rooted in direct partnerships with residents and reclaimers themselves.
Discussant Melanie Samson highlighted how reclaimers recover the vast majority of recyclable packaging waste while saving municipalities millions annually, despite facing ongoing criminalisation and exclusion. The discussion raised important questions about labour, recognition, and what meaningful inclusion from government might look like.

Blog | Enhancing Procurement Accountability Through Civil Society Engagement
"From Mexico to the Philippines, civil society oversight is complementing the work of formal oversight bodies, making citizens active accountability partners in public procurement. South Africa’s new Public Procurement Act, along the same line, has developed supply-chain oversight to include civil society as a partner in a function historically fraught with graft and inefficiency. The Act opens the door to an era of transparency of data and procurement processes and introduces the technology to support it. But will this partnership translate into better delivery, and what will it take to make that happen?"

Position Paper | Observe, Record, Report: Real-time citizen engagement with public procurement in SA
Principles of fairness, equity, transformation, competition and cost-effectiveness governing state procurement have often been violated in South Africa. This paper is intended for use by both public sector reformers and civil society actors committed to a more effective and trustworthy public procurement system. It outlines how oversight mechanisms could be designed, piloted and institutionalised under a new public procurement regime.

Land and the Just Transition: A Guide for local government
The Guide foregrounds the importance of local government in climate response and provides guidance on how the current positioning of local government can be renegotiated to enable the institution to support just transition initiatives. With the aim of providing practical guidance to those grappling with the emerging challenges, work was undertaken through adopting an action research approach, working with stakeholders to both identify gaps and collectively seek solutions to articulated challenges.
