Justice Forum declares support for Hamzat ahead Lagos APC guber primary Ahead of next month’s gubernatorial primary of the Lagos chapter of the All Progressives Congress (APC), a prominent group in the party, The Justice Forum, has declared support for the incumbent Deputy Governor, Dr. Obafemi Hamzat. Aside from that, the group has instructed its supporters to cast their votes for Hamzat, in order to be the party’s flagbearer for the 2027 governorship and possibly succeed Lagos State Governor, Babajide Sanwo-Olu. The group members include the former governor, Babatunde Fashola, ex-deputy governor, Adejoke Orelope-Adefulire, and the chairman of the GAC, Tajudeen Olusi, and others. The Chairman of the House of Representatives Committee on Finance and a lawmaker representing Ikeja Federal Constituency, James Faleke, who is also a member of the group, disclosed the JF stance ahead of the primary in the state. He stated that this is to ensure that Hamzat, who is also a member of the group, becomes the next governor of Lagos state. The lawmaker disclosed this on Friday, barely 24 hours after a delegation from the party’s highest advisory body, the Governor’s Advisory Council (GAC), met with President and national leader of the APC, Bola Tinubu, in Ikoyi, to discuss who would become the next Lagos State governor. The meeting was the second within one month between the President, who was a former governor in Lagos, and the party leaders on who would become the APC standard-bearer for the 2027 poll. Sources from the Presidency, who were privy to the discussions during the meeting, disclosed that the GAC chairman, Tajudeen Olusi, and the Lagos APC chairman, Cornelius Ojelabi, were among the four members who met with the president in the state. In a statement released through his official social media handle, he said: “Good evening all. As we prepare for Party primaries next month, I urge all our supporters in Ikeja Federal Constituency and Lagos State to support Dr. Kadri Obafemi Hamzat as the next Governor of Lagos State from 2027-2035. IJN. Amen!”. The Deputy Governor would be contesting the party’s ticket with a Philanthropist and an indigene of Badagry, Samuel Ajose, popularly called SMA Gold, who has become a major aspirant vying to succeed Sanwo-Olu. Ajose, who has become the choice of many Lagos residents, has received endorsement from many political, business, and religious groups across the state. The entrepreneur has been described by several groups as the right choice for Lagos, considering his understanding of the business environment and ability to address economic challenges. The primary is scheduled by the Independent National Electoral Commission (INEC) to hold between April 23 and May 30, 2026, in accordance with the 2026 Electoral Act. According to the commission, the decision was taken to align the timetable with the provisions of Section 77(4) of the Electoral Act, 2026, which mandates political parties to submit their membership registers at least 21 days before the conduct of their primaries.

FG Targets MSMEs' Access To $3.5trn AfCFTA Market, Launches Cross-Border Digital Payments Report The federal government on Monday launched the “Cross-Border Digital Payments and Identity in Nigeria under the AfCFTA” report, urging stakeholders to unlock trade opportunities for Micro, Small and Medium Enterprises (MSMEs) to access the $3.5 trillion African Continental Free Trade Area (AfCFTA) market. The high-level report, hosted by the Office of the Vice President in collaboration with ODI Global under the Supporting Investment and Trade in Africa (SITA) programme, was unveiled by the Deputy Chief of Staff to the President, Ibrahim Hassan Hadejia, in Abuja. Senator Hadejia described the research as both timely and strategic, noting the strong coordination by the Office of the Vice President and the leadership of the Federal Ministry of Industry, Trade and Investment. He revealed that the cross-border payments report followed earlier milestones, including the development and launch of Nigeria’s Digital Trade Strategy and a capacity-building programme for subnational leaders. According to him, Nigeria is increasingly assuming a leading role in shaping the digital trade agenda across the African continent, necessitating that the country remains at the forefront of AfCFTA implementation. He noted that deepening engagement with AfCFTA and enabling businesses, particularly SMEs, to conduct seamless cross-border transactions will be critical to unlocking trade, fostering growth, and creating jobs. He further stated that efficient cross-border payments, supported by trusted digital identity systems as recommended in the report, will be key to realising President Bola Ahmed Tinubu’s Renewed Hope vision for Nigerian MSMEs. Senator Hadejia also observed that while the report identifies the Pan-African Payment and Settlement System as a critical platform for cross-border digital payments, Nigerian fintech firms such as PalmPay and Moniepoint, which have some of the largest and most active user bases, will play a pivotal role in driving adoption. He assured that the Federal Government remains committed to strengthening critical infrastructure, regulatory frameworks, and partnerships to ensure Nigeria is not only ready for digital trade but continues to lead. “I appreciate the efforts of all stakeholders and urge us to move AfCFTA beyond a continental agreement to a $3.5 trillion trade juggernaut that will reinvigorate our industries, unlock intra-African trade, and domesticate African prosperity,” he added. Senator Hadejia that intra-African trade will be driven not only by large corporations but by small businesses empowered through digital trade and e-commerce, while noting that issues of trust, identity, and logistics, as highlighted in the report, must be addressed. Commenting on the report, Special Adviser to the President on Job Creation and MSMEs, Temitola Adekunle-Johnson, said the report - developed under the purview of the Office of the Vice President-would significantly strengthen the MSME ecosystem. He explained that cross-border payments in Nigeria and across Africa have historically been largely informal and inefficient but noted that the emergence of the Bank Verification Number (BVN) and National Identification Number (NIN) systems is changing the landscape. He expressed optimism that the report’s findings and recommendations would enable Nigerian SMEs to achieve seamless access to continental markets. Earlier, the Special Assistant to the President on ICT Policy, Office of the Vice President, Salihu Dasuki, disclosed that the office, in partnership with development partners, has developed a framework to fast-track seamless cross-border payments for MSMEs.

2027: Renewed Hope Ambassadors mobilize grassroot support for Tinubu’s re-election bid The All Progressives Congress (APC) on Saturday directed its state and zonal coordinators to intensify grass-roots mobilization by promoting President Bola Tinubu’s policy achievements in the lead-up to the 2027 general election. Governor Hope Uzodimma of Imo State, the national coordinator of the party’s Renewed Hope Ambassadors network, issued the directive during the group’s fourth strategic meeting in Abuja. The gathering followed an earlier session organized by the Progressive Governors’ Forum in February at the Presidential Villa, attended by President Tinubu and Vice President Kashim Shettima. The network is designed to propagate President Tinubu’s Renewed Hope Agenda at the community level under a unified strategy: “One Party, One Message, One Mobilization Framework.” “This outfit is designed to create national awareness, help citizens understand the reasons for the President’s reforms, educate them on their necessity, and inform them of the benefits as they trickle down,” Governor Uzodimma said. Uzodimma noted progress: “As I speak to you, as I did last time, we have over a million students being trained through NELFUND (National Education Loan Fund), government programme. And this couldn’t have happened without the various reform policies.” He added that Rice prices dropped from nearly N120,000 per bag two years ago to around N50,000 currently. All of these, he stressed needs to be communicated to Nigerians and the progress the government has made in improving their lives. Governor Uba Sani of Kaduna State - Deputy Director General and Governor Inuwa Yahaya of Gombe State, in their separate remarks supported the position, expressing confidence that the group’s prominent members would persuade Nigerians of the APC’s delivery on promises since taking power in 2023. Specifically, Kaduna State Governor Sani, called for amplifying Tinubu administration successes with subnationals, such as primary healthcare upgrades, and others disseminating to grassroots. "A return will be conducted using an original, valid passport, or, if the requesting party can biometrically match a returnee to a visa application made in the territory of the requested party, then an expedited process will be permissible, via which the requesting party will facilitate the return or repatriation using a UK Letter (UKL). "If a returnee cannot be biometrically matched to a visa application by the requesting party, but there is otherwise strong evidence to confirm nationality, including a copy of a passport, a passport number or a national identity card, then an expedited process will again be permissible via which the requesting party will facilitate return or repatriation using a UK Letter (UKL). "Should the requested party not be satisfied with a returnee’s identity within five (5) working days of submission of the UK Letter (UKL) to Nigerian authorities, detailed reasons should be presented to the requesting party why the identity cannot be satisfied. In these circumstances, removal will be deferred. "If subsequent evidence shows that a returnee who has been returned is not a national of the requested party, the requesting party will take the person back to its territory at the requesting party’s cost and by the most efficient means possible. The request for the return of the person referred to in Article X will be made within ten (10) working days following the return exercise and carried out within fourteen (14) working days after acceptance of the request." Article 9, subsection 3, shows that Nigeria has not ceded to the UK the right to document the repatriated person. The section says: It shall be the sole responsibility of the Nigeria Immigration Service (NIS) to issue and handle, as is necessary under Nigerian domestic legislation, any Nigerian documentation (including the digital acknowledgement of receipt of a UK Letter) ahead of the notified date of return as stated in the UK Letter. This shall be distinct from the UK Letter process and remains the sole right and responsibility of Nigerian authorities, including the handling of the travel document and any onward transmission required from the issuing office to enable entry. Article 11 deals with returnee reintegration assistance. It states that every returnee will be able to access basic on-arrival and reintegration assistance in the territory of the requested party. "Short-term assistance may include airport reception, accommodation, onward transportation, care and provision packs and small cash assistance. Medium-term assistance can include support to find and reunite with family; support in obtaining the in-country documentation required, signposting to local services, and the potential provision of mental well-being and counselling services (if required). "Longer-term assistance may allow access to a Returnee Education and Entrepreneurship Fund to enable sustainable reintegration. Support may include accessing the local job market, setting up a business, accessing vocational training or further education, and assistance with legal migration opportunities. "Should the parties’ domestic legislation regarding the provision of reintegration support to all or certain categories of returnees change, or should the overarching non-legally mandated package of reintegration support change, the parties will inform each other as soon as is practicable." The MoU, similar to those signed in 2012, 2017, and 2022, is for an initial period of five years, renewable for a further five-year period, as may be agreed by the parties. CLARIFYING THE NIGERIA-UK MIGRATION PARTNERSHIP It has become necessary to debunk the raft of misinformation assailing the migration partnership between Nigeria and the United Kingdom, as contained in the Memorandum of Understanding signed by the two nations on the sidelines of President Bola Ahmed Tinubu's historic state visit to the UK. The memorandum on immigration cooperation, like other memoranda signed, aimed to strengthen the partnership between Nigeria and the United Kingdom. Nigeria's Minister of Interior and the Secretary of State for the Home Department of the Government of the United Kingdom and Northern Ireland signed the Migration MoU. The MoU establishes a framework to facilitate a regulated and safe migration flow between the two countries and to encourage further bilateral cooperation in the fight against irregular migration and associated acts by citizens of each country, in accordance with their respective immigration and citizenship laws and extant international treaties, conventions, protocols, agreements, and charters. Nowhere in the 12-page memorandum is Nigeria required to accept foreign nationals other than Nigerians. Nationals to be repatriated must have undergone multiple levels of identification and verification, and, where errors occur, they are returned to the requesting country at the requesting country's cost. Under the agreement, Nigeria and the United Kingdom will work together to secure the dignified return of their nationals who do not, or no longer, have the right to enter or remain in the territory of the other country. A clear condition in the MoU is that the returnees concerned are bona fide nationals of the country and are treated with dignity and respect, with due regard to their human rights and fundamental freedoms. Law enforcement officers in each country will take the necessary action to protect the interests and well-being of citizens of either party and to mitigate conflict triggers related to migration matters. A key provision in the MoU is that the migrant to be returned must carry his legally acquired personal belongings to the country of destination, unlike in the past when migrants left with nothing. Article 12 further reinforces this good deal: "Every returnee will be given ample opportunity to make adequate arrangements for the transfer or disposal of his property in the territory of the requesting party, under the supervision of the mission of the requested party." Another provision is that where a return is being considered, and the person has made a claim under relevant domestic or international human rights legislation, that claim will be considered in line with the provisions under the party’s respective domestic legislation. The appeal may relate to circumstances in which the foreign nationals have been lawfully resident in the territory of the requesting party for most of their lives and socially and culturally integrated in the territory of the requesting party. Another ground of appeal may be where the nationals would face significant obstacles to their integration into the country to which they are to be deported. Article 9 of the MoU sets out the conditions for the migrant's return. "Before departure, identification checks will be carried out by the officers of the requested party in the territory of the requesting party and on arrival by the competent authorities of the requested party. The requesting party will coordinate all returns with the officers of the requested party. "A return may be conducted by means of a scheduled aircraft or an aircraft chartered specifically for this purpose by the authorities of the parties; the requesting party will provide the flight details and particulars of each returnee five (5) working days before the date of return.
