Under Hybrid Annuity Model, the govt guarantees annuity payments to private concessionaires, insulating them from traffic risk. Citizens fund projects upfront and still pay tolls. Public infrastructure cannot become a profit stream. Accountability must precede such imposition.

Imposing tolls on just 2 flyovers spanning 46.5 km, costing ₹7,577 crore, is flawed. With 40% VGF (₹2,796 crore) already from public funds, why charge citizens again? Hybrid Annuity Model (HAM) shifts risk to people, not private players. Urban mobility cannot be double-taxed.
