No he wasn't chastising him. There's another video just before that, the migrant was harassing, shouting and swearing at an Indian couple. The Irish people on the pavement were all calling him out for his despicable behavior. Then he came towards them and got up in their faces and repeated the same despicable behavior. After a while, one of the Irish men punched him and he ended up on the ground! The older Irishman doesn't appear to agree with the actions of the man who punched him. The migrant was the aggressor and the one who started everything!
