From a friend in Korea, about a questionable supplementary budget matter: “I would like to bring to your attention a highly controversial development regarding South Korea’s recently proposed supplementary budget, which the government has framed as a ‘war-response’ measure. At a time when the country is facing severe economic strain—rising inflation, a sharp surge in exchange rates, increasing energy costs, and even public discussions about fuel restrictions such as vehicle rationing—the burden on ordinary citizens continues to grow. There are also increasing reports of tightening credit conditions and difficulties in securing essential goods. However, despite this crisis-driven narrative, it has been revealed that the supplementary budget includes projects that appear unrelated to any urgent wartime necessity. Kim Seung-soo of the People Power Party strongly criticized the inclusion of large-scale funding for programs aimed at attracting Chinese tourists. These include services such as luggage handling (‘luggage carry service’), expanded hospitality booths at airports and ports, cruise-related cultural programs, and aggressive marketing campaigns. One particularly concerning example involves a program that was reduced from approximately $5.0 million (7.5 billion KRW) in 2025 to about $3.1 million (4.6 billion KRW) in the 2026 main budget, only to be increased more than sixfold to roughly $20.4 million (30.6 billion KRW) under this supplementary budget. Additional projects targeting Chinese tourists were newly introduced or expanded by 2 to 3 times, with some increasing by as much as 10 times. Even the National Assembly’s review body concluded that these projects fail to meet the core criteria for a supplementary budget—namely ‘urgency’ and ‘unpredictability’—and lack direct relevance to the stated purpose of responding to geopolitical instability. At a time when Korean citizens are facing economic hardship, prioritizing tens of millions of dollars in public funds for convenience services for foreign tourists—particularly those from a specific country—raises serious concerns about fiscal responsibility, fairness, and national priorities. This situation is increasingly being viewed domestically as a misuse of taxpayer funds under the guise of emergency measures. I believe this issue deserves international attention, as it reflects broader concerns about governance, transparency, and policy direction in South Korea.”
