It’s not clear how the Trump administration came to the $1 trillion total, and it seems unclear how such a sum would actually materialize. Total foreign direct investment globally last year was $1.6 trillion, according to United Nations statistics.

Mr. Helberg said on Monday that, in light of the threats to the global economy from the war in Iran, the administration was expanding the effort to include energy security. He described the investor consortium as a “coalition of sovereign wealth funds and institutional investors joining forces around a single strategic imperative.” He said the goal was to ensure “that the minerals, ports, corridors, factories and energy assets powering global semiconductor and technology supply chain stay in trusted hands.”

@RyanFedasiuk Correct, but industry has to worry about directionality, i.e., what is not in the text, but which the text could lay the groundwork for...this is what risk assessment is all about, reading between the lines....

It's a good thing courts don't rule on what bills "sound like," but what's actually in the text! Like I say in the thread, the Chip Security Act specifically prohibits mechanisms that hinder chip performance—including kill switches and geofencing. Under the CSA, companies would report to BIS only if they find credible evidence of diversion. There is no real-time info sharing with any government entity. In fact, the legislation *specifically requires* that the @CommerceGov study and consider the *exact costs* Paul is talking about before even thinking of expanding chip verification mechanisms.

The second mistake is that some advocates blur location verification into a broader agenda that starts to sound like remote control, kill switches, or workload surveillance. Nvidia publicly warned against “backdoors” and “kill switches,” saying they would be a gift to hackers; that language is self-serving, but it is not wholly made up.

In that world, the right question is not whether tracking is “common sense,” but whether the U.S. can design a narrow, auditable, minimally invasive verification regime that targets diversion without turning American chips into politically toxic instruments of extraterritorial surveillance. ...bottom line is that proponents are most persuasive when they frame the bill as a post-license assurance tool and least persuasive when they claim it is just effortless “common sense.” They are also wrong when they pretend the Act cleanly complements current policy without acknowledging that Trump’s H200 approvals have already shifted the policy baseline from blanket denial toward selective commercialization.
