@RepConklin As a former Humane Police Officer and a current State Constable, I wrote a guide on a constables authority, she has a copy. Constables could fill the void where there are no police or humane officers. PSP rarely investigates animal cases.

@RepConklin Sir, with the limited number of Humane Police Officers, how about using PA State Constables as well. The have warrant and warrantless arrest authority, they are considered police officers under dog law. Makes sense to use them as well. Contact Rep. Tina Picket on this.

Not long ago, we gave away 6 husky mix puppies. They all look husky except for the ears. One was returned a week later with a broken leg.
