Close to my theory: he was going to do it regardless and it’s a good thing. Once he was out of the race it was a done deal, just held out until Harris lost without it.

my theory: when Joe was forced out of the race, he decided "screw it then, i am pardoning Hunter". Hunter is a pathetic former criminal who caused his father nothing but grief, but the gun laws he was convicted under were BS so this really doesn't bother me.
