Today Adan Ibrahim paid us a visit alongside his father. A 1997 mishap—dropping his waiting card into a well while grazing in Bula Elbe, Wajir—led to decades of exclusion under extra vetting. Now 47 and still without an ID, his case highlights persistent gaps post-2025 abolition.
