I have no idea wtf any of this has to do with my thread, but there are apparently no laws on the books designed to minimise the risk of foreseeable harm or other bad things by banning certain tools or methods.
There's tons of laws exactly like that. Why do you think asbestos is banned in construction? Why's there a reduced speed limit around school zones? I know you're not allowed around them, but they don't just make it illegal to hit a child with your car, you're actually required to slow down to minimize the risk of that happening in the first place.
That would be an example of something being banned that could one day perhaps cause a bad thing to happen.
