I was pleased to welcome partners from DRC, Rwanda, and Burundi to the FCDO today with @BritishIntInv to discuss the Ruzizi III hydropower project. I emphasised the importance of a resolution to the conflict in eastern DRC, so the dividends of peace can be felt by all.

The allegation that Rwanda exploits DRC’s minerals is utterly baseless. This is why👇 Rwanda has a robust legal framework which ensures that its mineral trade is transparent and compliant with international standards. The country has taken concrete steps to regulate its mineral sector and prevent illegal imports, reinforcing its commitment to ethical mining practices. Did you know that Rwanda is a member of the International Conference on the Great Lakes Region (ICGLR) Mineral Certification Mechanism which guarantees that minerals exported from Rwanda are conflict-free? Did you know that Rwanda is a committed member of the OECD Due Diligence Guidelines for Responsible Supply Chains of Minerals which sets international standards designed to compel companies to respect human rights and avoid contributing to conflicts through their mineral sourcing practices? These guidelines provide a framework for businesses to ensure that the extraction, trade, and use of minerals do not finance armed groups or human rights abuses, particularly in high-risk areas like the Great Lakes Region of Africa. Did you know that Rwanda was the first country in the whole of the Great Lakes region to adopt strict traceability programs such as the International Tin Supply Chain Initiative (ITSCI) in 2011, which tracks the origins of its mineral exports? The country led the way in mineral traceability by introducing tagging and tracking systems to ensure that its tin, tantalum, and tungsten (3T minerals) are sourced responsibly and meet OECD Due Diligence Guidelines. Did you know that Rwanda has made deliberate investments in local mining infrastructure, including refineries for gold, tin, and tantalum with the aim of developing its domestic mineral resources and reducing reliance on external sources? These facilities ensure that minerals exported from Rwanda are legally sourced and processed within its borders. If Rwanda was engaged in illegal mineral trade, it would not have built such transparent systems that allow international verification mechanisms. Rwanda’s commitment to ethical trade, legal compliance, and international oversight underscores its role as a responsible player in the global mineral market.
