@MikeDoocyFox4 That is an invalid fair catch signal. A wave off signal requires arms and hands stay below the shoulder. Shoulder height signal is ambiguous and therefore invalid. Ball is dead when he gains possession. Since the signal is ambiguous, he doesn't get protection.

Three questions. And I hope any officials who read this can shed light. 1.Did he signal for a fair catch? 2. If initial review was for inbounds/out of bounds was it proper to expand the review? 3. If it in fact was a fair catch then why wasn’t the Minnesota player flagged?
