Clinton only signed because it passed so overwhelmingly that he didn’t have the votes to stop it. The actual subprime explosion came from unregulated private lenders during the Bush years.

Bush era regulators chose not to do anything about it. That’s what caused it. Glass Steagall had almost nothing to do with it.
