It's even clearer when you look at Gear 4; with it having the same ring around the form (although fainter as it is unawakened).

That doesn't change what I said as Luffy's equivalent of that would be Gear 2 or 3 and Gear 4 being "points" unlocked through other means like the rumble ball.
