The core of the bill is that the Prosecution Service will exclusively handle prosecution in accordance with the principle of separating investigation and prosecution, and will operate under a three-tiered system consisting of the Prosecution Service, Metropolitan Prosecution Service, and Local Prosecution Service. The existing prosecution's authority to command and supervise special judicial police officers has been abolished, and a new clause prohibiting "abuse of power" has been established.
