The government's original draft of this law included a provision requiring the Serious Crimes Investigation Agency to notify the Prosecution Service when initiating an investigation; however, the Democratic Party removed this clause following discussions among the party, the government, and the Blue House. Previously, the National Assembly passed the Prosecution Service Act at a plenary session the previous day, which stipulates the organizational structure of the Prosecution Service and the authority of its prosecutors. The core of the bill is that the Prosecution Service will exclusively handle prosecution in accordance with the principle of separating investigation and prosecution, and will operate under a three-tiered system consisting of the Prosecution Service, Metropolitan Prosecution Service, and Local Prosecution Service. The existing prosecution's authority to command and supervise special judicial police officers has been abolished, and a new clause prohibiting "abuse of power" has been established. Furthermore, by explicitly designating "dismissal" as a ground for disciplinary action against prosecutors, the bill makes it possible to dismiss a prosecutor without impeachment proceedings. The People Power Party reacted with a filibuster (legal obstruction of parliamentary proceedings through unlimited debate), protesting that it amounted to "the destruction of the prosecution" and "the worst amendment."
