Fairest solution: You have to be a net taxpayer to vote. If the government transfer payments you receive outweighs your net tax contribution, your voting status changes to non-voter, only to be reinstated when your net tax contribution shifts back positive. Non-voter status also includes all elected and non-elected government workers by default, since all their pay is already provided by the taxpayers. You don't pay taxes, you don't get to decide how it's spent.
